This is a rather extraordinary story.

The witnesses all belonged to one fishing junk.

Two sampans from that junk were fishing separately

and the statements of the witnesses allege that

a Japanese motor launch approached them, passing

sampan

the first be and taking prisoner all who were

present on the second, with the exception of

one girl who hid under a sail. The Chinese

fishermen concerned were then taken to the

mainland, where, according to the statement of

the survivor, they were blindfolded and two of

them killed.

There seems to be no meaning or

motive from the story apart from sheer savagery,

but there does appear sufficient evidence of an

infringement of Hong Kong waters.

I suggest that we should copy the

despatch, with enclosures in original, to the F.0.,

suggesting that H.M.Ambassador should now be

instructed to proceed as suggested in our

previous letter,
